Folded self-mailers and booklets must comply with USPS tabbing regulations to qualify for Automation rates. The number of tabs a mail piece needs depends on a few factors, including how the piece folds, the number of pages, and the final size. Regulations include specifications for booklet size, paper weight, and sealing options to achieve automated letter-size postage rates.
1.5" paper wafer seals with NO perforation are mandatory. Mylar/plastic tabs are no longer permitted. Mylar tabs rip the printed message while opening; translucent or opaque white paper seals do not.
USPS Definition of a Booklet
Booklets have a bound edge. Sheets fastened with at least two staples (saddle stitched), perfect bound, pressed-glued, or joined together by another binding method that produces an end where pages are attached are considered booklets. Booklets are open on three sides before sealing, similar in design to a book. In general, booklets must be uniformly thick.
